Divisional Finance Director - Georgia Division - Norcross, GA

About this opportunity

Plans, directs, coordinates and manages accounting, financial, and budgeting functions of the Georgia Division Headquarters; monitors day-to-day accounting and financial activities to ensure compliance with established standards and guidelines; detects and resolves operational and reporting problems and deficiencies. Supervises Regional Accounting, Finance and Accounting Staff.  Oversees operation of central processing center providing accounting and financial services to Field units. Serves as financial and technical liaison to all local units within the division and the Divisional Finance Board by working with Regional Accounting, Finance, and Accounting staff. Develops and recommends procedures for increasing the efficiency and effectiveness of financial record keeping, controls, and reporting; recommends, initiates and enforces established policies and procedures; plans and coordinates all accounting functions; supervises regional accounting, finance, accounting, and consolidation personnel.

Key responsibilities

Provides information, instruction, and financial analysis on matters relating to the units throughout the division; evaluates compliance with The Salvation Army policy and provides instructions and recommendations for resolving financial operational problems.

Reviews, interprets and verifies divisional financial reports; determines the accuracy of data and takes corrective action if needed; provides recommendations for changes and provides advice regarding generally accepted accounting policy and practices.

Analyzes and examines fiscal management and summary finding as well as educate various officers, employees, and advisory boards of the same. Trains evaluates and recommends solutions to improve problematic accounting situations; assesses weak spots in internal controls, banking, expenditures, sales, etc. to reduce risk and increase financial stability using management tools; communicates potential risk concerns to Divisional Finance Secretary and Divisional auditors; aids corps officers in making solid accounting operational decisions.

Oversees the bi-weekly payroll process, including review and analysis of payroll files for submission to payroll vendor; supervises and monitors the payment and receipt of funds involved with divisional payroll; communicates and resolves conflict between the units and Ceridian; coordinates payroll drafts and ledger postings of payroll expenses.

Manages all aspects of the Divisional budget preparation including analysis of each department; makes recommendations and develops estimated revenue sources; presents the same to the DFB for approval, recommendations, changes, etc; revises budget if necessary to incorporate changes and/or additions; submits the budget to THQ for approval after final recommendation by the DFB is secured.

Reviews all field budgets prior to presentation to the DFB for approval; works with the DSB to resolve any issues found with the budgets; follows up to ensure all budgets are properly imported into the approved accounting system.

Completes fiscal year end closing of all Georgia Division units’ financial records in current system software while coordinating with the Divisional Finance Secretary and Divisional Financial Consolidator and ensures financial integrity and completeness of the same; coordinates and schedules year end back up of accounting records with Territorial Headquarters.

Oversees review of field unit accounting records, ledgers, journals, statements, as well as maintenance of chart of accounts, back-up data and custodian of all financial reports, for accuracy and completeness.

Monitors and researches monthly reports. Provides information, instruction, and financial analysis on fiscal management matters relating to the units throughout the division; evaluates compliance with The Salvation Army policy and provides instructions and recommendations for resolving financial operational problems. Designs and maintains a uniform format of information collection documents and procedures; ensures the timely and accurate collection of the required data.

Plans, schedules, assigns, and supervises the work of the regional accountants, regional accounting specialists, accounting specialists, finance manager and financial consolidation manager; trains and instructs employees in the proper methods and procedures for performing work; conducts performance evaluations.

Provides instructs on how to properly perform data entry for invoices, check writing, receipt entry, journal entry, month-end and year-end closing procedures, accounting processes, financial analysis methods, and how to run all reports according to Salvation Army-specific policies and operating procedures.

Oversees posting, maintenance, and closing of all ledgers; proofs entries, accounts receivable and accounts payable, accounting records, ledgers, statements, records, databases, books, logs, lists, etc. to ensure the accuracy and completeness of the same; assists subordinate staff in resolving day-to-day operational problems; supervises and monitors the preparation and balancing of bank reconciliations; assists staff in balancing accounts.

Maintains effective working relationships with the payroll administrator vendor; discusses payroll system and maintains awareness of new features; resolves operating problems; discusses both short-term and long-term planning and strategy for future payroll actions.

Provides customer service to field personnel for technical problems and to facilitate autonomous operations where possible; supports training and resource needs for field personnel as well as officers; develops best practices and fluid operational activities to ensure all required transactions are completed efficiently.

Participates in continuing education opportunities, conferences, and seminars to enhance professional growth and encourages/supports continuing education of staff.

Assists Divisional Finance Secretary in various areas of accounting and finance

Performs other duties as assigned

What we are looking for in you

Bachelor’s degree from an accredited college or university in Accounting, Finance, or a related field

And Ten years of progressively responsible experience administering accounting and financial functions for an organization with at least five years’ experience in a supervisory capacity

Or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Valid State Driver’s License

Physical Requirements and Working Conditions

Ability to meet attendance requirements. Ability to read, write and communicate the English language effectively. Duties are usually performed seated.  Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) 5-10% of work time. Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like.
