Statement of Policy

Social Services

To carry out its purposes, The Salvation Army has established a widely diversified program of religious and social services. The Salvation Army Corps Social Services program is designed to provide emergency assistance for distressed people, without discrimination, whose need is brought to the attention of The Salvation Army either by referral from another agency or by self-referral. Clients are seen during the days and hours listed and are seen by appointment only.

The scope of the service is determined by the needs of the community and available resources. The organization does not have sufficient funds in the annual budget to support a family or single individual for an indefinite period of time. We strive to meet the need at the time and place of need. If continued assistance is needed, the family or individual will be referred to the Department of Social Services, Consumer Credit Counseling, or other agencies more appropriate to handle long-term needs. The Salvation Army operates its program from several sources of income including United Way, direct contributions, membership giving, and Thrift Store proceeds. Occasionally, designated government or private grant funds may be available for specific programs. The operation of any Corps unit is self-sustaining and the Corps Officer must exercise good stewardship in the distribution of resources.

The Salvation Army of Alamance County Emergency Assistance is available to:

  • Alamance County residents on an emergency basis
  • Families and single individuals with low-income or no income
  • Families and single individuals involved in seasonal work
  • Families and single individuals moving to the area to accept employment
  • Families and single individuals experiencing a crisis because of illness or lay-off

Emergency Assistance Scope of Services

For the purpose of establishing a need for assistance, Social Services staff will interview each applicant for Emergency Assistance. The following services are available based on the need of the client and the available resources of The Salvation Army.

We do not provide rental assistance for households that live in subsidized housing, for example, income-based properties and Section 8 properties.

To qualify for assistance you must:

  • Live in fair market-rate housing.
  • Meet Health and Human Services 2023 Poverty Guidelines.
  • Reside in the residence for 30 days following receipt of payment.
  • Have an eviction letter from the landlord or the court.
  • Have the lease agreement and a statement of what is due on the account.
  • Not have received rental assistance in the past two years.
  • You must have a valid photo ID.
    • Driver's License
    • State ID
    • Prison ID
    • Student ID
    • Work ID
    • Passport, or any government-issued ID with a picture on it.
    • Birth certificates for children in the household.

Due to sustainability and funding restrictions, you are required to show proof of income and other monthly bills for the previous and current month to receive rent assistance.

    Acceptable proof of income includes:
    • Check Stub
    • Verification letter from the employer stating pay rate and hours worked per week.
    • Unemployment Letter
    • Social Security
    • Work First/TANF
    • Child Support
    • Veteran's Benefits
    • Worker's Compensation
    • Alimony, or contributions from other people with their contact information and amount given.
  • You must provide receipts for all paid bills.

All items must be presented at the time of the appointment. If you do not bring all required documentation at the time of your appointment, your appointment will be rescheduled based on availability.

You must be in a crisis to receive emergency assistance funds, meaning facing a disconnection of either Duke Energy, Dominion Energy, or Piedmont Natural Gas services within 10 days.

  • You must reside in the residence for 30 days following receipt of payment.
  • You must not have received utility assistance in the past two years.
  • You must have a valid photo ID. Accepted forms of ID are:
    • Driver's License
    • State ID
    • Prison ID
    • Student ID
    • Work ID
    • Passport, or any government-issued ID with a picture on it.
    • Birth Certificate for children in the household.

The household must meet income eligibility criteria to be eligible for assistance. Due to sustainability and funding restrictions, you are required to show proof of income and other monthly bills from the current and past 3 months. 

  • You must bring your past due bill and the disconnection notice/final notice. (Your name and account number must be on the bill).
  • You must provide receipts for all paid bills.
  • Acceptable proof of income are:
    • Check Stub
    • Verification letter from the employer stating pay rate and hours worked per week.
    • Unemployment letter
    • Social Security
    • Work First/TANF
    • Child Support,
    • Veteran's Benefits
    • Worker's Compensation
    • Alimony, or contributions from other people with their contact information and amount given.

Monday, Wednesday, and Friday: 1:00 - 3:00 PM (or until food is depleted)

  • We advise clients to call the day of service between 9:00 AM - 12:00 PM to preregister.
  • Non-perishable food items will be given from the food pantry.
  • Perishable items may be given if available.
  • A standard food order is designed to provide an emergency food supply for 1 household.
  • Family size will be considered in the distribution of The Emergency Food Assistance Program food items.
  • A client may receive assistance with food 1x per 7 days/as needed.

Monday, Wednesday, and Friday: 9:00 AM - 12:00 PM
Tuesdays and Thursdays: 9:00 AM - 3:00 PM

  • Toiletries, personal hygiene products, and diapers are given once every 90 days based on availability and need.
  • Items cannot be guaranteed.
  • Toiletries can be signed out with the receptionist.

Requests may be made for clothing to meet basic needs, such as warm clothing for winter months or layettes for a new baby. Requests may also be made for clothing following an emergency such as a fire. At times, the need for clothes is for a special occasion, for example, a person to be properly dressed for employment, for school, or to attend religious services. Clothing vouchers are valid for 30 days.

For clients requesting clothing, a clothing voucher may be issued for use at the Thrift Store under the following conditions:

  • You have proper identification (picture ID) and a valid referral.
  • You have not received assistance within the last 6 months.

The Salvation Army will provide emergency assistance with food, clothing, household items, and furniture for fire survivors in cooperation with other agencies providing similar assistance. A valid fire report is required.

Christmas Assistance is separate from Emergency Assistance. It is supported entirely through direct donations and receives no government or United Way funding. A separate Christmas application is required.
