Salvation Army of Metro Atlanta Welcomes New Director of Education & Workforce Development
ATLANTA (Aug. 3, 2026) – The Salvation Army Metro Atlanta Area Command has hired Sam Fair as the Director of the recently launched Education & Workforce Development Center. This brand-new program is implemented at the Center of Hope shelter located in Downtown Atlanta and will support shelter clients working toward self-sufficiency as well as community members looking to improve their skills and earning potential.
Following an extensive search, The Salvation Army is pleased to welcome Fair, who brings more than 25 years of workforce development leadership spanning the nonprofit, government, higher education, and the private sectors to this role. Most recently, Fair served at the Urban League of Greater Atlanta, where he led workforce and human services initiatives serving youth, young adults, veterans, and justice-involved individuals.
“We are thrilled to have Sam on board,” said Major Thomas McWilliams, area commander for The Salvation Army Metro Atlanta Area Command. “His commitment to building partnerships will benefit the entire community, strengthening employers and expanding economic mobility.”
Fair says that his goal is that every individual, regardless of background and circumstance, has access to the education, training and support they need to thrive.
Working alongside Fair is Metro Atlanta Advisory Board member Bill Concevitch, serving in a consulting role. Concevitch’s many years of service with The Salvation Army in Metro Atlanta, including volunteering directly with the youth and shelter clients, combined with a long career in workforce development, will complement Fair’s skills and background.
Concevitch began in workforce development at The Dale Carnegie Institute where he developed his foundational passion in helping people unlock their potential and achieve positive change. He has also served as Chief Learning Officer of ExecuTrain, Chief Learning and Talent Officer of Witness Systems, and Executive VP of Learning Tree International. Concevitch believes that The Salvation Army is uniquely positioned to make a lasting impact on the lives of people in need with wraparound support systems in place to address any barriers they face, for better outcomes.
